I'll also tell you how Loki and Bucky are different. Bucky was not at all like the TWS. He wasn't a silent assassin who obeyed a terrorist organization. He was a loyal soldier and friend. Loki, on the other hand, was and is the god of mischief. Whether that mischief is inherently evil is debatable, but he is NOT a good guy. Let me fill you in on pre-TWS Bucky Barnes, friend.
Pre-Army Bucky Barnes made pre-serum Steve Rogers ride the Cyclone at Coney Island. Steve threw up. That was apparently pre-army Bucky’s idea of fun.
Bucky Barnes’ idea of helping Steve after his mom died was offering to let him bunk with him “just like they were kids” but saying that he’d have to shine Bucky’s shoes and “maybe” take out the trash. And let’s not get into how shining a man’s shoes has been a fucking subservient position for centuries and how that one line illustrates so much of how Bucky views pre-serum Steve, as his inferior.
Bucky Barnes was the first person to not only express doubt in Steve’s ambition to join the army and do his duty, but did so repeatedly.
Bucky Barnes made fun of Steve Rogers for getting beat up and having the courage to stand up to his bullies.
Bucky Barnes’ response to the soldiers cheering Steve on after the rescue from the Hydra base is jealousy.
Bucky Barnes attempts to steal Peggy Carter from Steve right in front of him and don’t try to tell me he didn’t know Steve was interested in her because he did know and he tried to do it anyway and then when Peggy ignored his attempts and left, Bucky complained to the guy whose girl he just tried to steal that “I’m turning into you. This is a nightmare.”
Now yes Bucky Barnes was like a brother to Steve but that doesn’t mean he was an angel or a saint.
Loki and Thor are actual brothers. Not by blood, but they were raised as brothers, which means they are brothers in all the ways that count. Up until the Jotun reveal, Loki was mischievous, yes, he liked to pull pranks, yes. Sound like anyone hrm oh yes that sounds like Bucky’s relationship with Steve wow hey that’s weird. Loki let the Frost Giants into Asgard, yes, but it was done for the good of the realm. Loki tried to reason with Thor to get them out of Jotunheim without bloodshed but when that failed he was right by his brother ready to defend him. 
Bucky’s first change was the first time Arnim Zola experimented on him. Loki’s first change was finding out, in the worst way possible, that his parents had not only lied to him for his entire life (which is not a human lifetime, most guesses put it at about 900 years) about his true heritage as a Frost Giant - a span of time where he was also taught to fear and hate the Frost Giants - but also finds out that Odin took him as a possible political tool. Bucky and Loki both then fall - the only difference between them there is that Loki was so overcome with anguish and despair that he actually let go and tried to commit suicide.
Then Bucky is taken by Hydra and turned into The Winter Soldier. Loki is taken by Thanos/The Other and turned into the Loki we see in The Avengers - a very, very different Loki than we saw in Thor. (In Thor, the only reason he goes after anyone that isn’t a Frost Giant is because Sif and the Warriors Three commit treason against the throne of Asgard and he was reacting to that. His sole focus was on destroying The Frost Giants, the realm that Asgard - of which he was king at the time - was at war with.)
For all that Bucky Barnes is human and Loki is a Frost Giant who was raised as an Aesir Prince, their stories in the MCU are so parallel it’s not even funny.
I mean for fuck’s sake they even have the same hair color and also experience the growing out of said hair over the course of their character arcs and their brothers are blond and heavily muscled and occupy the spotlight/sun/are heavily lauded while Loki and Bucky both occupy the shadows/are treated with suspicion/viewed and treated as villains and both Thor and Steve believe in their brothers even after everyone else is saying Loki and Bucky should be locked away and the key thrown away I mean GODS how obvious does Marvel have to get I said GODDAMN.
And all of that is not even scratching the surface of the head canons I have for these two and how after circling each other like wary cats for some time once they eventually got to know each other they would, at the same time, both hate each other venomously and get on like a house on fire.
